So the only way to make them change clothes permanently is to somehow alter what they consider their default equipment. Get your pickpoketing way up and get the perk that allows you take take equipped items (level 100 I think) they remove and add cloths as you like.The issue with that is that even though they only one item in their inventory they will always attempt to equip the default gear whether or not they actually have it. The problem is that even if an NPC has only one piece of equipment in their inventory they will still unequip it after you leave the area, because they will attempt to equip their default armor which they don't have. This results in them wearing nothing, even though they do have a piece of equipment in their inventory.
Type in sw number or fw number where number is the weather command hex code listed below. Sw will make the weather slowly fade in, while fw will make the weather instantaneously change.

That mod crashed my old notebook back in the old days (GTX 320M ^^). But you could edit that rain somehow, but it was so awkward and ugly. The best part was that you couldn´t see anything cuz of that thick rain. Although, as I'm writing on first post, I'm using SEVERAL weather mods, not just 'CoT'. Standard CoT rain sadly looks that way. You can just stare at the screen and say 'wow wtf man'. I tried to play now with the satuartion. I was playing Oldrim with cold colors and I am sick of that. Now I am playing with a colorful and sweet visaul setting that can give you diabetes.
